Council reappropriates $350,000 for joint County Road 6 resurfacing project

The Elkhart Common Council approved Ordinance 25-O-14, reappropriating $350,000 from the Great Elkhart Fund to cover the city’s share of a joint resurfacing project on County Road 6 between Johnson Street and Oslo Road.
Jeff Schaffer, assistant city engineer, said the county led the bidding and will provide inspection services; the project was edited into this year’s paving program to consolidate work and reduce piecemeal resurfacing. Schaffer said the cost split is roughly 50/50 by centerline and that the county opened bids that came in within budget.
Council members asked about schedule and impacts. Schaffer said the interlocal agreement requires completion by mid-September and the city will coordinate with the county to minimize conflicts with other local construction. Councilman Hickey asked whether the project would change lane widths or include bike lanes; Schaffer said the current plan replaces pavement only and does not add bike lanes or change widths.
Council members acknowledged heavy truck traffic on the corridor and discussed material and longevity; Schaffer said pavement programs and state models are being used to track and improve outcomes. The ordinance passed on third reading by roll call, 8-0.
The ordinance title lists the appropriation amount and location; the council did not specify additional local funding for sidewalk or walkability improvements as part of this appropriation.
