The Planning Commission passed a resolution designating the Boulder Run economic development area and approving steps to create a tax increment financing (TIF) district to support infrastructure for a new single-family subdivision.
City staff said the redevelopment commission previously adopted a housing and economic development plan and a declaratory resolution to establish the TIF. The site is described in staff remarks as an extension of an existing subdivision at County Road 13 and the intersection of Jean Wood and Hanky Drive, to be named Boulder Run.
Mike Hubert, Director of Development Services, said the development would include about 86 single-family home lots. The redevelopment commission plans to partner with the developer to provide TIF revenues to help offset sewer, water and street infrastructure costs so lot prices remain more affordable for buyers amid current market conditions.
The Planning Commission approved the resolution on a roll call vote (Osborne, Newbill, Beecher, Baker, Mishler — all voting yes). Hubert said the City Council will affirm the resolution at its May 19 meeting. The resolution directs further action by the Redevelopment Commission and municipal staff; final TIF formation and project financing will follow the city's statutory process.
