City approves Xylem software migration for combined-sewer overflow monitoring despite higher contract cost

The Elkhart City Board of Public Works on Feb. 4 approved an amended professional services agreement to migrate the city’s combined-sewer-overflow (CSO) monitoring system to Xylem (the successor to the city’s previous vendor). Staff said the existing software is being retired and the new system will migrate historical data and add monitoring services.
Maggie Maronoka (serving as stormwater manager for the meeting) said the city negotiated the agreement with Xylem and that the city-budgeted funds planned for the change. Maronoka told the board the action reflects a negotiated contract with an increase that staff considered acceptable given additional services. She said the increase amounts to $123,400 and represents an overall rise of roughly 150–170% compared with prior costs, while providing about 40% more functionality.
Board members acknowledged the cost increase and asked about total contract pricing and services; Maronoka and staff said handling was negotiated with the vendor and county budgeted funds were available. The board approved the amended agreement by voice vote.
