The Board of Public Works voted May 6 to select CME Corporation as the design‑build firm for a new street department salt and materials storage facility and to authorize the city engineer to execute a professional services agreement for preliminary design work not to exceed $20,000, contingent on the Common Council appropriating construction funding.
City Engineer Jeff Schaeffer said the selection followed a qualifications‑first procurement: the technical review committee evaluated proposals without prices, ranked firms, then opened price envelopes to form a recommendation. “CME was ranked as the most qualified firm by all of the technical review committee members,” Schaeffer said, and the board moved to select CME and let the firm begin limited preliminary design using funds from the engineering budget while the council considers an appropriation.
The board’s motion covered two actions: (1) select CME as the design‑build contractor for the salt facility and (2) authorize the city engineer to sign a professional services agreement for preliminary design for a fee not to exceed $20,000. Board members approved both actions by voice vote; the board noted the Common Council has not yet appropriated funds for the project, so full construction would not proceed without council approval.
Schaeffer explained the process steps in more detail: a technical review committee completed a qualitative ranking of three responsive proposals before prices were considered, then staff opened price proposals to form the award recommendation. The board approved using available engineering budget funds to pay for limited preliminary design work while the council considers the appropriation.
No member objected during the discussion and the motions carried. The action allows preliminary design to proceed but leaves final contracting and construction dependent on the council’s funding action.
