Council records two HUD conflict disclosures and will seek HUD waivers for two members

The Evansville Common Council on Feb. 24 adopted two companion resolutions (C2025-08 and C2025-09) acknowledging conflicts of interest involving two council members and city‑administered HUD funds. The council approved both resolutions by recorded roll call votes with eight ayes and no nays.
Resolution C2025-08 documents a conflict related to Councilman Zach Hieronymus’s role as executive director at Aurora (a HUD fund recipient) while he also serves as a council member who can approve HUD funding. Colby Jackson of the Department of Metropolitan Development explained the protocol: the conflict must be disclosed publicly, the department will request an exception/waiver from HUD, and the council member must recuse from discussion, decision‑making and signing HUD documents during the waiver process.
Resolution C2025-09 uses the same procedure for Councilman Courtney Johnson, who works in some capacity with Advantix Corporation, also identified as a HUD recipient. Councilman Johnson must likewise recuse from relevant discussions and any HUD‑related approvals pending the HUD waiver process.
Both resolutions were adopted by roll call with the clerk recording aye votes from Councilwoman Missy Mosby, Councilman Zach Hieronymus (thumbs up recorded), Councilwoman Tanisha Carruthers, Councilwoman Kayla Lindsay, Councilman Jim Brinkmeyer, Councilwoman Mary Allen, Councilman Courtney Johnson and Councilman Paul Green.
Implementation: Department staff will submit the required disclosure and request waivers from HUD; the resolutions document the public disclosure and Council’s commitment to recusal by the identified members until HUD rules on the waivers.
