Council vacates historic alley within Locust Street parking garage for Deaconess use

The Evansville Common Council on Feb. 10 adopted an ordinance vacating a historic alleyway that runs through the Locust Street parking garage, allowing Deaconess Hospital, Inc. to incorporate the space into its facility.
Heather Loberman, appearing on behalf of Deaconess, said the alley has not been used for public passage for decades and is currently maintained as part of the parking garage. She said notices were sent to property owners within 200 feet and municipal departments and utilities that might be affected, and no objections to the vacation were received. “Since the alleyway is no longer and hasn't been used for public use, the public interest will be served by such vacation,” Loberman said.
Loberman and council members noted that three utilities—Spectrum, EWSU and AT&T—have equipment in the easement area and requested easements be retained; the drafted ordinance includes a retained easement for utilities. Council members asked for confirmation that utilities would retain access, and Loberman confirmed they would.
The measure passed on a roll call vote of 9–0. The council president declared ordinance G-20-25-03 amended adopted after the unanimous vote.
