The Evansville common council adopted Ordinance R2025-07 (amended) on April 28 to rezone several adjoining lots on Reed Street between Illinois and Division streets from R-5 to C-4, allowing a paved parking lot and future office construction subject to a use‑development commitment (UDC).
Area Plan Commission staff presented APC Docket REZ‑2025‑010 and noted the site’s mixed historic uses and its recommendation for commercial zoning consistent with the 2035 future land use map. The applicant, Morley Corp on behalf of Fuzzy Dice LLC, included a UDC that prohibits a list of normally permitted C-4 uses, requires enclosure of dumpsters or equipment storage with an opaque screen, and limits lighting to building-mounted fixtures or freestanding poles no higher than 30 feet.
The applicant’s representative, Brett Stormstein with Morley, confirmed the plan is to pave the existing gravel parking area and later develop an office building on the north portion of the site. Public comment included one brief historical remark; no objections were recorded. The council’s roll call recorded nine ayes; the ordinance was declared adopted.
