Gary council forwards three zoning petitions, advances park budget and returns rollover measure to committee

The Gary Common Council voted 8–0 on March 18 to assign three pending zoning matters—CPO 2025‑14, CPO 2025‑16 and CPO 2025‑17—to the Planning and Development Committee for further review and to set public hearings.
Councilman Darren Washington formally moved the items for reporting out to the council. “Madam president, I move for reporting out of the council. Council pending ordinance 2025‑14, CPO 2025‑16, and CPO 2025‑17,” Washington said during the meeting. The clerk recorded an 8–0 roll call in favor.
CPO 2025‑14 seeks a special‑use permit for a short‑term rental at 6110 Ash Avenue by petitioners Anthony C. Payan and Melissa P. Payan. CPO 2025‑16 is a petition to permit a recreational building with medical offices at 2762 West Eighteenth Avenue and 1502–1516 Marshall Place by DVG Team. CPO 2025‑17 is an ordinance to establish the 20 Third and Grama Commerce Center PUD. The Planning and Development Committee scheduled hearings and the council set a public hearing date for April 1 at 6:00 p.m. for these items.
Separately, the council passed CPO 2025‑15 on second reading by an 8–0 roll call. CPO 2025‑15 proposes salaries and operating budgets for the City of Gary’s Parks Construction Fund and the Health Department Opioid Settlement Restricted Fund for calendar year 2025. The finance committee will meet March 27 at 5:00 p.m. and a public hearing was scheduled for April 1.
On a different matter, CPO 2025‑12, an authorization to rollover temporary interfund loans between city funds for 2024, was moved back to the Finance Committee for additional review. The council approved a motion to return the ordinance to committee with a committee hearing scheduled for March 27 at 6:00 p.m.; the motion to return the item passed by roll call 8–0.
The council’s recorded votes and committee assignments on March 18 show broad agreement to advance the three zoning petitions to Planning and Development for public hearings and to move the parks operating budget forward, while seeking more information on the interfund rollover before final action.
