Council Pending Resolution 2025‑04, sponsored by Councilwoman Marion Ivey (Fourth District), was presented to the Planning & Development Committee as a proposal to transfer several parcels formerly owned by the Gary Urban Enterprise Association (GUEA) to the Gary Housing Authority for a planned affordable housing project aimed at veterans near Veterans Village.
Mr. Rags, speaking to provide background on the GUEA transfers, said the parcels were the subject of an early‑2000s agreement that involved the Indiana Attorney General and the city and that the transfers require a series of notifications and public hearing steps. He said, “These particular properties, which were formerly owned by the GUEA, are being sought by the city to transfer to the Gary Housing Authority.”
Mr. Rags told the committee the Housing Authority owns parcels in the 700‑block area of Pennsylvania and Connecticut streets and that the three parcels under consideration are contiguous; he offered to provide maps and said those maps would be included in the packet for the next meeting. He described the transfer as the final procedural step, saying, “This is actually the last step. All of the notices are going out. All the state offices have been contacted. There's been an opportunity for public comment, and this is the last step.”
Committee members did not vote on the resolution at the meeting; staff indicated maps and packet materials would be provided for the May 6 council meeting, when the council will consider the resolution for approval.
