City staff reports water-billing reconciliation results; council approved interfund loan details

City staff reported progress on a multi-zone water-billing reconciliation and on a previously approved interfund loan during the May 13 Baker City Council meeting.
Staff described initial reconciliations for zones 5 and 6. As reported to council, 553 accounts in those zones were identified as underbilled, and 393 accounts were identified as overbilled; staff said the overbilled accounts will receive credits on future bills totaling $21,242. Staff reported a net effect across the reconciled accounts and said they expect about $49,000 worth of net billing recovery from the reconciliations processed to date. Staff cautioned the figures did not include final bills or seasonal meters; they said commercial sewer reconciliations are still underway.
In finance updates, staff said a previously approved interfund loan between the Silver Street fund and the Golden Forest Capital Projects Fund was set for up to $700,000 but that the project only required borrowing $588,141. Staff said the loan will have a five-year payback and an interest rate set at the Oregon Short Term Fund (local government pool rate) plus 1 percent. Council approved a resolution confirming the loan terms.
Staff said they are moving toward automated metering and intend to continue reconciliations and customer outreach for accounts with large adjustments.
