During discussion staff identified several waterline replacement priorities: sections on Birch Street, Fourteenth Street, Place Street and Carter Street. Staff reported evidence of leaks and sinkholes on the Birch and Carter sections and said soil conditions — possibly electrolysis affecting ductile and cast-iron pipes — drove a recommendation to use PVC pipe in future replacements. Staff also told council that fittings will be ductile steel but designed to avoid electrical issues.
Council moved and seconded approval of the capital plan; the motion passed by voice vote. Staff said the budget was prepared using the capital plan as a basis and that funds are available to complete the listed tasks. Council did not record additional conditions at the meeting.
