Lafayette board approves demolition, infrastructure and farmers market contracts

The Lafayette Board of Public Works and Safety on March 4 approved multiple contracts, a certificate of final completion and the city's 2025 Farmers Market street-closure schedule during its regular meeting at Lafayette City Hall.
The board approved an amendment to the city's combined-sewer-overflow (CSO) long-term control plan that adds Phase 2D high-rate treatment services. Tim Healy with the consultant (identified in the meeting as the successor to Greeley and Hansen) presented the amendment; the board approved Amendment No. 1, a $2,350,000 addition that brings the contract total to $5,294,100.
The amendment covers construction administration and final long-term-control-plan documentation and performance verification with the state, city staff said. Brad Talley, from Lafayette Renew, described the work as the final phase that will allow the city to verify “20 years worth of work,” and recommended approval.
The board also approved a $114,870 contract with Inliner Solutions to repair a culvert on Ninth Street. Brad Talley said the work covers roughly 91 linear feet of 66-inch and 72-inch gravity storm sewer near the country club tennis courts. The board approved a notice to proceed with a substantial completion date of June 2, 2025, and a final completion date of July 2, 2025.
City engineering staff recommended awarding a demolition contract to Kroll Earthwork LLC for a structure at 11 North 13th Street for $92,000. Mike McKay of the engineer's office told the board, “You have before you contract documents for the Kroll Earthwork LLC for the demolition of a structure located 11 North Thirteenth Street, Lafayette, Indiana.” The board approved the contract and a notice to proceed dated March 4.
The board approved a professional services agreement with MB Grant Services LLC to help monitor and enforce federal labor standards on the city's Community Development Block Grant projects through 2028, with a not-to-exceed amount of $10,000. Jeremy Grenard, city engineer, said MB Grant Services anticipates charging about $400 per month per project and that the city expects to run several CDBG projects this year, increasing the need for outside support.
Other approvals included a contract amendment with Baxter & Woodman to review and update Lafayette's pretreatment and sewer ordinance and a $19,600 annual operator-training contract with Waste Water Solutions to provide continuing-education training for certified wastewater operators.
Steve Moore, superintendent of Lafayette Water Works, asked the board to approve a certificate of final completion for the Wheel Ridge Elevated Tower, saying the city has completed punch-list items, finalized change orders and pay applications, and established a warranty date of Nov. 21, 2024. The board approved the certificate of final completion.
The controller's office requested and received approval for claims totaling $908,201.97. Jenna Carl, deputy controller, presented the claims to the board for approval.
Molly Welch of Greater Lafayette Commerce asked the board to approve street closures for the Lafayette Farmers Market. Welch said, “We are requesting approval of street closures for the Farmers Market, beginning May 3 going all the way through October 25 every Saturday. In addition to our two holiday markets, November 22, December 6.” The board approved the schedule and street closures as presented.
