Board approves demolition contract, emergency demolition steps and several property rehabilitation status actions

On Feb. 13 the Board of Public Works and Safety approved multiple actions related to property rehabilitation, demolition and code-enforcement status dates.
The board approved a contract for demolition services in the amount presented in the agenda packet (contract amount recorded in the packet as $277,005) for the property cited in the agenda; staff said the contract was presented after the board had already selected the lowest respondent and requested approval of the contract for services. The board moved, concurred and approved the contract.
Separately staff reported that a roof collapse prevented entry for abatement or asbestos testing at a property owned by the redevelopment authority; because a state inspector must be on site for demolition under those conditions, staff said the board must declare an emergency for the demolition to proceed. The board approved the emergency declaration and associated procedural request to allow state inspection at demolition. Staff noted the property is owned by redevelopment and that no third-party owner notice requirement applied when the emergency declaration is invoked under the applicable code as described by staff.
The board also approved a first extension of a rehab agreement for property at 1913 Maiden Lane (and related addresses mentioned in the packet) and set a status hearing for 2314 Indianapolis Boulevard for March 13, 2025 after a change in contractors. Release order 4919 for 4919 Pine Avenue was presented for approval and conditioned upon payment of costs; staff noted a March 6 status but the board vacated that status at the meeting. The board approved an order to rescind a prior release order to demolish the property at 1101 Truman Street after the property was converted into a single-family home and staff described the result as a favorable outcome.
There was also an update on 2834 Ruth Street: staff said NIPSCO was checking termination of gas and electric and contractor paperwork was being amended; staff asked the board to approve the related demolition contract as presented.
Board members moved and concurred on these property items; the meeting record shows motions to approve, concur and set status dates but does not record detailed roll-call votes or opposition.
