Board approves license renewal to allow BP contractor soil testing at Roosevelt Avenue spill site

The Board of Public Works and Safety approved a license agreement renewal on Feb. 13 allowing BP Midwest Products Pipelines Holdings LLC, through its representative Aetna Group, to access property on Roosevelt Avenue for soil and groundwater testing related to a spill dating about 20 years ago.
Staff said the site sits on the Hammond side of the Grand Calumet River and that soil and groundwater testing is required because the river is navigable. The board was told the matter will extend beyond city staff tenures and that city staff want to participate in testing as soon as possible. The board moved to approve the license agreement renewal and concurred.
The license permits contractor access for testing; the motion approved access and the corresponding license agreement. No testing results, schedule, or detailed remediation plan were presented at the meeting.
Board members noted the long-term nature of the site’s oversight and did not discuss further contractual terms at the Feb. 13 meeting.
