Redevelopment commission clears Calumet Starbucks project, conditions include INDOT sign-off and parcel consolidation

The Hammond Redevelopment Commission on Feb. 25 voted to find a proposed Starbucks development at 6538 Calumet Avenue in compliance with the Calumet Avenue sub-area expansion of the Gateways redevelopment area, subject to final technical approvals and permits.
The finding matters because it clears a major procedural step that the developer needs before building a 2,000-square-foot Starbucks with a drive-through lane, utility connections and stormwater improvements on a parcel the commission currently owns.
Warren, the civil engineer for the project, told the commission the site is made up of five parcels totaling about 6.4 acres in the General Commercial district and that the plan would reduce two existing Calumet Avenue access points to one. "We are proposing to put in a 2,000-square-foot Starbucks coffee shop, which would include a drive-through lane for customers to utilize, parking lot improvements, utility connections, and stormwater management," Warren said.
City staff and the developer said a traffic study required by the Indiana Department of Transportation is under review by INDOT, and the proposal includes room for 15 cars in drive-through stacking and 21 standard parking spaces plus one ADA space. Brian Poland of city staff described the building materials as the standard Starbucks prototype: gray brick veneer, charcoal EIFS and wood cladding.
The commission's approval is conditional. The motion, moved by Commissioner Myricks, requires: (1) INDOT's final approval of the access and related permits; (2) combination of the five parcels into a single parcel with one tax ID; (3) confirmation of any required conditional-use approvals and development variances if necessary; and (4) final technical sign-offs not yet complete.
Commissioners voted by roll call with five yes votes and the motion passed.
The commission also ratified a related staff action earlier in the meeting: authorization for a staff member to sign the Indiana Department of Transportation consultant consent/permit coordination form so INDOT review can proceed. That ratification was recorded separately and passed by roll call.
