Kokomo Board approves subdivision plat, construction pay estimates, $100,000 retainage release and stadium RFP

The Kokomo Board of Public Works and Safety on April 16 approved a series of routine land-use and construction items, released $100,000 in retained funds for a city bus storage project, set a request-for-proposals deadline for Kokomo Municipal Stadium and approved transfers for the wastewater treatment plant and city claims.

The actions, taken by voice vote with no roll call recorded, included approval of the Circle L Minor Subdivision plat; pay estimates to contractors on two street and utility projects; release of $100,000.40 in retainage for work on the Kokomo bus storage facility; an RFP for operation of Kokomo Municipal Stadium with a May 21 submission deadline; budget transfers for the wastewater plant; and approval of city claims totaling $2,389,859.66.

Board approval moves routine public-works work toward final payment and lets the city seek proposals for a stadium operator. Several of the items authorize contractor payments or release of previously held funds; another sets a public procurement timeline for prospective stadium operators.

The board approved the Circle L Minor Subdivision plat after staff said no public improvements were proposed and therefore no performance bonds were required. The board took the vote after a motion to approve the minutes from its April 9 meeting and a short staff presentation by engineering staff.

The board approved pay estimate No. 4 for the Jackson Morrow Building and Forcemain project, presented as completed construction quantities from Dec. 21, 2024, through April 8. Staff said the phase 1 amount for pay estimate No. 4 is $71,738 with $3,586.91 in retainage, producing a requested payment of $68,151.29 to Monroe Construction LLC. The board approved that payment.

The board also approved release of retainage held for the Kokomo bus storage facility project. Staff reported the project required remedial work, that the city had inspected and accepted the remedial work, and that $100,000 held in escrow was ready for release. The motion approved the release of $100,000.40 (plus any accrued interest in escrow as applicable).

The board approved a request for proposals for Kokomo Municipal Stadium to solicit parties interested in operating a full-time professional, collegiate or amateur baseball team at the stadium. The RFP sets a submission deadline of May 21 at 10 a.m., when bids will be opened publicly. City staff said it will review bids and submit a recommendation by June 18, 2025, at 10 a.m.

Pay estimate No. 1 for the Elizabeth Street construction project was approved. Staff presented quantities for work completed from April 8–11, reporting a phase amount of $5,275 with $263.75 in retainage and a payment request of $5,011.25 to E and B Paving LLC. The original contract amount for that project was reported as $460,930.25.

The board approved two accounting transfers for the wastewater treatment plant. The memorandum described transfers “from 20.30 to 40.44 in the amount of $7,100” and “from 20.30 to 20.27 in the amount of $5,000.” The board approved the transfers as stated in the memorandum.

The board approved payment of city claims totaling $2,389,859.66 and then adjourned.
