Planning commission recommends rezoning at 304 S. Dixon to allow new single-family house

The Kokomo City Planning Commission voted Feb. 11 to forward a rezoning request for a portion of 304 South Dixon Road from R-1 (very low-density single-family residential) to R-3 (medium-density single-family residential). The request was made by MX 2 Properties LLC; the petitioners listed on the agenda were Michael Mygrant and Michael Plummer.
Applicant Michael Mygrant spoke at the meeting and said the request is to subdivide an existing 0.64-acre parcel so the owner can build a single-family house on a roughly 0.20-acre lot. Director Sheelan’s staff report said the parcel is designated medium-density residential in the city comprehensive plan and that the requested zoning is compatible with surrounding zonings. Staff reported a traffic count of 11,236 cars per day at 304 South Dixon Road.
Neighbors raised concerns about traffic on Maple Street, which is a dead-end cul-de-sac and has existing development. Thomas Cooper, a nearby property owner, said, "Maple Street is not very bridal, and ... we traffic we can't handle the traffic. And it's a dead end." Staff and the applicant clarified that the lot will be used for a single-family home and that no special exception is required for single-family construction.
The commission voted to forward a favorable recommendation to the Common Council; the motion carried and will be presented to the council by Councilman Greg.
