The Kokomo City Planning Commission voted Feb. 11 to forward a rezoning request for 1401 North Indiana Avenue from R-4 (medium-density urban residential) to R-5 (high-density urban residential). The commission’s favorable recommendation will go next to the Kokomo Common Council.
The change was requested by Cloud Development Inc.; Vadim Reboy spoke to the commission as the applicant and gave his address for the record. Director Sheelan summarized staff findings, saying the parcel is shown in the city comprehensive plan as medium-density residential and that the site is surrounded by R-4 zoned properties. "The staff desires that the board forward a favorable recommendation to the Kokomo Common Council," Director Sheelan said during the staff report.
Commission and public discussion focused on the proposed use and vehicle access. Staff noted the lot will be used for a residential duplex and that a special exception for that use is required and that the petitioner is aware of that requirement. Director Sheelan told the commission the local traffic count on North Indiana Avenue at the parcel is 5,236 cars per day.
Neighbor Connie Chapman, who owns property immediately south and west of the site, asked whether the development would be a duplex or a triplex and pressed about parking and traffic given the site’s location on two dead-end streets. Chapman said: "We were just concerned that it was going to be more than that, which was gonna create a traffic hazard for us." Staff replied that the developer must provide two parking spaces per unit.
After public comment the commission voted; the chair called for those in favor and recorded the motion as carried. The commission’s favorable recommendation is contingent on the special exception being granted and will be presented at the Common Council meeting by Councilman Greg.
A rehearing or further details on the special-exception application will be handled as part of that subsequent process at the council or a later Planning Commission meeting.
