Council rezones 1519 Washington to M-1 and vacates adjacent alley to allow fenced vehicle-parts operation

The Terre Haute City Council approved Special Ordinance 43/2024 to rezone the property at 1519 Washington Avenue to M-1 industrial zoning and also adopted Special Ordinance 6/2025 to vacate a portion of the east-west alley adjoining the site.
Attorney Eddie Felling said he represented property owner Jared Smith and that the owner intends to erect a solid fence around the site and operate a small vehicle-dismantling and parts resale business. Felling described the operation as: vehicles would be brought in one at a time, taken apart and component parts such as airbags sold online; he said no large-scale on-site processing would occur and that the fence would shield vehicles from public view.
Area Planning recommended approval with conditions, Felling told the council, and he said surrounding parcels already contain M-1 and M-2 zoning and tow yards. No members of the public spoke against the rezoning at the meeting. Councilman Dinkel moved approval of Special Ordinance 43/2024; Councilman Chalos seconded. The motion passed on an aye/voice vote.
Later in the meeting, council members approved Special Ordinance 6/2025 to vacate a portion of the east-west alley immediately south of 1519 Washington Avenue; Felling said the alley had largely functioned as private driveways and that the vacation would allocate 7.5 feet to adjoining owners. That ordinance was moved by Councilman Azar and seconded by Councilperson Boland and passed on an aye/voice vote.
Eddie Felling and Jared Smith were present to answer council questions. Council members asked no substantive conditions beyond those recommended by area planning. The council approved both actions as part of its consent items and planning agenda.
