County staff and commissioners discussed the statewide push to form ambulance districts and local organizing steps for a district covering the northern part of Steele County and neighboring Traill County.
Staff said 2023 state legislation requires formation of ambulance districts with reporting and levy authority similar to fire districts; communities already in a fire district or in a city can be exempt. The southern part of Steele County (Hope) is in a fire district and is not required to form a separate ambulance district; the northern area (Findlay, Sharon and surrounding townships) is not in a fire district and therefore must form a district.
An organizational meeting to form the new ambulance district is scheduled for Monday, April 7 at 5:30 p.m. in Mayville (training center across from Goose River Bank). Staff said the organizational meeting will elect a district board, which will manage any levy funds and be the entity that requests funds from participating counties. County staff said they plan to attend and to encourage Steele County residents to seek positions on the new board so county interests are represented.
Commissioners discussed board composition, inter‑county coordination with Traill County, and the practical consequences (levy requests will be administered by the district board; Traill County may perform budgeting services because it has a larger tax base). Staff noted potential conflicts of interest if ambulance employees sit on the board and reminded commissioners that state law and local practice would govern eligibility.
Ending: Staff and at least two commissioners planned to attend the organizational meeting on April 7; county staff will follow up to ensure Steele County residents have representation on the newly formed district board.
