John Martin of Hilltop Securities and Scott Rarer, LISD chief financial officer, presented bond-sale options to the board and explained how pending state legislation could affect the district’s ability to sell remaining voter-approved bonds.
The district reported about $510 million of voter-authorized bonds remain unsold; the near-term plan discussed would issue about $300 million in the next sale and delay about $210 million for later tranches. Hilltop said market and policy considerations support the planned $300 million issuance but recommended setting board-authorized parameters so staff could proceed if pricing meets thresholds.
Martin and Rarer described an active bill in the Texas Legislature (House Bill 19 as discussed in the presentation) that could impose constraints on public finance and possibly force districts to accelerate issuance of authorized bonds. Martin said if that bill or similar language becomes law with a September 1 effective date trustees may prefer to issue the full remaining authorization sooner.
Trustees asked about cost trade-offs of splitting sales versus selling all at once. Hilltop said additional issuance rounds add issuance costs but can be managed; if legislation passes, the district might accelerate sales before the effective date. Rarer said TEA has already approved a Preliminary School Finance (PSF) submission for the full authorization and the district remains within its debt policy under current modeling.
Ending: Staff recommended authorizing a parameters resolution for a May sale and to remain prepared to accelerate future tranches if the Legislature enacts limiting provisions; trustees requested continued updates and a possible committee meeting.
