Evanston council approves contract for transmission pipeline project

The Evanston City Council on May 6 approved a contract with BH Inc. to construct the Evanston Transmission Pipeline 2022 project, a new dedicated water transmission line intended to improve water delivery to the Twin Ridge tank and to support future development.
The project "is one dedicated transmission line" that will ease constricting flows in the existing route and allow the older line to remain available for future taps as development occurs, a city staff member said during the council meeting. The staff member said the design was vetted following earlier easement and connection issues and that construction is anticipated to be finished by October if the bid is approved and contracted.
Council members debated schedule and contractor history before voting. Council Member Land moved to approve the apparent low bid; Council Member Perks seconded. Council members recorded a voice vote in favor and the measure was approved. The council then passed Resolution 25-18 authorizing execution of the agreement with BH Inc.
City staff said the work follows recommendations in the city's water master plan and will be challenging because it passes through constrained rights-of-way and existing utilities. The staff member said JUB Engineering remained the project professional services firm for design and oversight.
BH Inc., identified in the bid opening as the apparent low bidder, is a Wyoming contractor; staff said the firm has worked on previous local projects and has received positive references. The contractor will build the line between the water treatment facility and the Twin Ridge tank; staff said that will both improve service to the tank and leave the existing line available for later connections as development occurs along the corridor.
The council's approval on first reading advanced the project to contracting and implementation steps; staff said more detailed schedules and construction logistics will be provided to the council and the public as the contract is finalized.
