Board asks for kilowatt-hour data after heated discussion over turf-field lights and youth-sports fees

Glen Rock trustees voted to request kilowatt-hour specifications and energy-use data for the district’s soon-to-be-installed stadium lights after an extended discussion about how to charge town sports groups for nighttime use.

The vote gives district staff the information trustees said they need to set an equitable use fee for lights at Faber Field and for groups that now use the field under a town youth-sports agreement. The district’s Recreational Advisory Board (RAB) negotiated a proposed $50,000 annual contribution tied to field replacement and maintenance; trustees said the lighting discussion is a separate question about per-night or per-use charges.

Trustees, the administration and RAB representatives debated several points: whether to charge a single flat fee per night or a separate light-only fee, how to apportion costs across multiple user groups that sometimes schedule the same evening, and whether a light fee should reflect actual electricity consumption or be set as a use fee. One board member asked the district architect and administrators for the lights’ specification sheet; administrators said they did not yet have the contractor’s detailed kilowatt-hour figures.

A board member provided a rough, cautionary estimate from publicly available electricity-rate averages and a counted number of fixtures, noting that if fixtures amounted to roughly 60 kilowatt-hours for a four-hour block, a typical per-night energy cost estimate could be about $36 (using an illustrative 15¢/kWh rate). The board did not adopt any fee at the meeting; instead trustees voted to obtain the contractor’s actual kilowatt-hour data and usage estimates so the board could set a fee grounded in local costs and administrative overhead.

The board also discussed how the district has historically treated field use: the school board has charged some custodial and facility fees (typically expressed as a single per-game or per-team fee), but RAB representatives said their organizations do not pay field rental and instead pay for extras such as press-box use and (in prior practice) lights. The town’s proposal to place an annual $50,000 MOU payment tied to Faber Field maintenance surfaced during the meeting; one trustee described that amount as a town mitigation approach to reduce the financial burden on other residents. Trustees said they would consider whether to keep a stand-alone light fee separate from general field-use costs or to incorporate lighting into a single facility charge.

Motion and vote

Trustee Miss Rendell moved that the administration obtain the kilowatt-hour data and specifications for the new lights; Mister Cohen seconded. The motion passed on a voice vote without recorded opposition.

What happens next

Administrators will ask the contractor or vendor for definitive technical specifications and energy-use estimates and return with recommended fee options. Trustees said they want a practical figure that covers the district’s marginal operating costs and administrative effort rather than to use the light fee to recoup capital costs for the lighting project.
