Rouses Point trustees approve budget changes, equipment purchases and resolution opposing NYPA rate proposal

The Village of Rouses Point Board of Trustees on an evening meeting passed a series of resolutions including a budget modification, two capital equipment purchases and a resolution objecting to a proposed New York Power Authority (NYPA) preference power rate increase.
The board approved Resolution 25-8, described as a budget modification to realign current-year appropriations and move some funds into next year’s budget as part of the annual budget process. The board then approved Resolution 25-9, authorizing purchase of a 14-by-30-by-42 dump box for public works for no more than $11,000 to be financed from the Public Works Equipment Reserve; the resolution notes that the expenditure is subject to permissive referendum and will not take effect until at least 45 days after adoption or until approved by a majority of qualified electors if a valid petition is filed. The board also approved Resolution 25-10, a capital purchase for a rescue/pumper truck with a stated maximum purchase price of approximately $164,000, financed in part by a $41,000 fire department equipment reserve contribution and the remainder from a New York State emergency service revolving loan program; the resolution likewise references applicable Local Finance Law useful-life estimates and permissive referendum requirements.
In a separate item, the trustees adopted Resolution 25-11, a formal expression of opposition to a preliminary NYPA staff proposal that would raise preference power rates for municipal customers. The resolution asks NYPA to reexamine the magnitude of the proposed increases, with particular attention to profit percentage, administrative and general costs, and operation and maintenance expenses. The board moved to send the resolution to state representatives and other relevant contacts before the February 23 comment deadline noted by staff.
Other formal motions on the consent portion of the meeting included acceptance of the January 6, 2025 minutes and payment of bills as printed. The board also accepted an employee resignation effective Feb. 13; the resignation was filed in writing and accepted by unanimous roll call.
All recorded roll-call votes in the resolutions block passed on affirmative votes. Where the resolutions reference legal requirements they cite state permissive referendum provisions and local finance law sections as stated in the motion text.
The board added condolences for a longtime village employee who recently died and closed routine business at the meeting.
