The Dahl Memorial Clinic Planning Committee voted to forward several staffing and vendor contracts to the full board, including a pharmacy consultant contract intended to transition into municipal employment on July 1 and a laboratory technician contract covering summer onboarding and software migration.
Pharmacy consultant: Committee members approved forwarding a pharmacy consultant contract to the full board. Mandeville said the individual is expected to become the clinic’s first nonprofit employee and that the contract is time‑delimited so the consultant can transition to employee status on July 1. Committee discussion noted that the contract as drafted was slated to exceed $5,000 and would require the mayor’s signature for municipal execution.
Laboratory technician and software: The committee approved a summer laboratory technician contract to provide hands‑on training and to support a planned migration from Orchard laboratory software to RelayMed. The technician’s contract is time limited (available through mid‑October); staff said the contractor will be on‑site to train staff and help onboard the new system.
Insurance and legal services: The committee approved forwarding a directors‑and‑officers insurance quote to the full board and noted the quoted premium (from January) was $10,500 and would be payable from clinic revenue lines; staff said they will request an updated quote. The committee also approved forwarding an engagement letter for Smith & Malek (attorneys) to the full board and discussed the firm’s experience representing Alaska community health centers.
Budget and funding notes: The committee said the D&O premium will be covered from clinic revenue lines and that a back payment would come from pharmacy revenue. The finance committee also recommended a small community grant application (about $4,999) to pay for a financial adviser and later expected a second request to support accounting‑software purchase and implementation.
Ending: The committee forwarded the contracts, requested an updated insurance quote and asked staff to finalize any contract limits and terms before the full board review.
