Other trustees and staff said the language was intended as an emphasis and that the policy committee had included the citation as a clear reminder of existing state requirements.
Trustee Jerry Chambers moved an amendment to remove the specific citation and the board debated whether to table the item for more committee review; the motion to table failed. The board then voted to adopt EMB Local as amended (removing the explicit subsection citation), with a final tally of 5 in favor and 2 opposed.
Lisa Wilson and the policy team said the curriculum-audit-driven updates were meant to align district policy with instructional practice and state law, and they recommended the board continue a policy-subcommittee review to ensure cross-policy consistency. The board directed the policy committee to review how state statute references are handled across local policies.
