Attorney says Global Lease needs Waltham class-2 license despite no car lot

Global Lease Corporation asked the Waltham City Council on May 12 to issue a Class 2 motor vehicle license for an office at 260 Bearhill Road, saying the business leases vehicles and sells returned units through third‑party auctioneers rather than from a display lot.
Attorney Richard LeClaire, representing the petitioner, said his client’s principal, Shyam Lal Sahni, has operated in vehicle leasing since the 1980s and that “the law requires when you're engaged in this business, you need to have the license,” referencing the municipal licensing requirement cited in the hearing.
The council’s questions focused on where vehicles are taken when leases end. LeClaire said vehicles are sent to auction sites — sometimes out of state — and “they do not go to Bearhill Road. They go right to the auction place.” He added that Bearhill Road will function as an office with “desks and chairs” and that transactions are handled by phone.
Councilors pressed the petitioner on whether sales occur in Massachusetts and how the business previously operated. LeClaire and Sahni said some units are sold in Massachusetts and others out of state; LeClaire cited “Section 57 of 140” as the statutory basis discussed in testimony.
No one spoke in opposition during the public hearing; LeClaire closed by reiterating that Sahni has long experience in leasing and that the petitioner is not requesting a special permit for a car lot.
The council continued the matter to the License and Franchise Committee for further consideration.
