Kent County says it retained Lawrence Scott to advise accountability boards; meet-and-greet planned

"We did retain legal counsel for the PAB and the ACC. He should be at our next very next meeting," Chair said. Members said they and county staff plan to meet with Scott ahead of the next public meeting to discuss procedural matters and expectations.
Board members clarified that an initial meeting between Scott and board leadership would be procedural and not recorded; if the conversation required privileged attorney-client discussion, the board could move to a closed session later. "Frank and I are going to meet with him a little bit of ahead of time," Chair said, and members agreed that should be an unrecorded, procedural conversation.
Members said Scott will attend PAB and ACC meetings, deliberations, and trial boards if needed. The transcript records no formal vote in the meeting minutes about retaining counsel; members said the county had already entered the agreement and that Scott is expected to participate in upcoming meetings.
