The Newton County Commissioners Court awarded a construction contract for a Precinct 1 road and drainage improvement under a Hazard Mitigation Grant Program (HMGP) project.
Commissioners voted to award the contract for project PR 4332-0144 TX (County Road 3062) to Elite Contractors and Equipment of Kirbyville for $225,685. County staff reported nine bids were received; the low bid from Elite Contractors is approximately $51,000 under the $276,877.50 grant amount allocated for construction.
Staff noted Elite Contractors is currently working for the county on another grant-funded project and recommended awarding to them based on the bid and the county’s prior work history with the firm. Commissioners confirmed the project relates to an area that flooded in April (the judge referenced a road that “floated” and flooded for about a month) and that the project is part of earlier HMGP activity that began in 2018.
A motion to award the contract was made and seconded; the court approved the award by voice vote.
Staff indicated the county remains under the grant’s construction budget with the low bid and did not specify any immediate reallocation plans for the difference in funding.
