County opens RFP process to lease property for food trucks; court to set vendor terms and scheduling

The Kendall County Commissioners Court on May 13 authorized the purchasing agent to solicit a request for proposals (RFP) to lease county property for food‑truck vendors.
County staff said the idea originated as a way to raise non‑tax revenue for county events and to provide service at special events such as County Government Week. The court and staff discussed operational questions including whether to issue single or multiple vendor awards, whether leases should be time‑limited or event‑based, how to handle scheduling and whether to prioritize days when local restaurants are normally closed.
Commissioner Chapman noted pushback from the Boerne Chamber of Commerce about competition with local restaurants and suggested targeting days with less overlap with existing businesses. County auditors and legal staff said they would review revenue handling, insurance requirements and contract language. The court approved the RFP solicitation 5-0 and directed staff to return with a proposed schedule, sample contract terms and a recommendation about how revenue would be used and budgeted.
Purchasing staff also said county vending machines will be considered in a separate follow-up to determine whether the county should solicit bids for machine vendors or update existing arrangements.
