Perfection votes: The council perfected a series of bills by unanimous voice votes during the meeting. Bills perfected on the agenda included bill numbers 59, 60, 61, 62, 63, 64 and 65 — each moved, seconded and carried by voice vote as part of the perfection process.
Final passage votes and held items: The council suspended rules to take up substitute bill 1 for bill 54 (food security/agriculture funding) on final passage and approved it 7‑0 (see separate article). The council also passed substitute bill 1 for bill 57 (a land‑bank enabling ordinance) on final passage by roll call, 7‑0. Several other items were held for later consideration (including bill numbers 277, 39, 56, 65, 66, 78 and 121 and substitute bill 1 for bill 153 and bill 188 as recorded during the perfection segment).
Resolutions and orders: The council adopted three resolutions (resolution numbers 1–3 on the agenda) including honorary and programmatic items read into the record, and adopted three prepared orders authorizing disposal or destruction of county property and records as described by procurement and records staff.
Administrative and procedural notes: The council recorded perfection and final‑passage motions with seconds and voice votes for many perfection items; roll call votes were used for key final passages. In several instances council members asked for and were provided supplemental documents during the meeting; a number of items were deferred or held to allow additional review or documentation.
