Opponents in public comment and one council member raised concerns that the bill, as presented, lacked a detailed budget or clear description of how the money would be spent. Councilwoman Clancy said she had received no itemized plan and therefore could not support the appropriation at this time. Clancy voted no on the final roll call; the council recorded six ayes and one no.
Council members who supported the bill emphasized positive officer‑youth interactions and said the funding would expand PAL activities, including sports leagues and youth programming. Councilman Harter asked the sponsor to work with the police department to include the program in the department’s budget in the future so that funding would be more predictable.
The final roll call recorded six ayes (Bangert, Webb, Archer, Days, Hancock, Harder) and one no (Clancy). The council clerk announced bill 58 was finally passed.
