County council approves $3M-area ARPA funding for Rustic Roots and local farms after hours of testimony

St. Louis County Council members voted to approve substitute bill 1 for bill 54 on April 15, directing previously set-aside American Rescue Plan Act (ARPA) funds toward a network of small farms, an agri-village/harvest hub and capacity-building for North County food programs.

The proposal drew a lengthy public forum: at least two dozen speakers, many representing Rustic Roots Sanctuary and partner farms, told the council the funding would expand fresh-food distribution, educational programs and storage/distribution infrastructure in a long-neglected part of the county.

Why it matters: Proponents said the project would address chronic food access problems in North County — especially Spanish Lake and surrounding neighborhoods — provide fresh produce to seniors and children, and create an economic pathway for small farmers. Opponents and some council members urged more administrative detail before spending.
