SBEC approves 2023–24 educator‑prep accountability statuses; first certification‑class revocations proceed

The State Board for Educator Certification approved the 2023–24 Accountability System for Educator Preparation (ASAP) statuses for educator preparation programs on Feb. 14.
TEA staff summarized the multi‑measure system used to rate programs (six indicators with weighted scores and special handling for small groups) and reported that more than four in five programs were recommended as accredited in the latest cycle. Staff noted a modest increase in accredited programs and a small decline in accredited‑probation results compared with the prior cycle. Staff attributed improved outcomes in part to higher survey response rates, better data pipelines and refinements to how small‑group results are aggregated.
The board also reviewed actions taken under the certification class/category revocation rule: if a program fails a particular certification pass rate for three consecutive measured years, TEA staff may recommend revocation of that specific certificate (not the entire program). Staff said eight programs accepted recommended revocations in writing and one program chose to pursue a State Office of Administrative Hearings (SOA) hearing. Staff told the board the rule allows programs that have admitted candidates to teach out those candidates even if the certificate is revoked to new admissions.
Board members discussed the index‑scoring methodology, how weights for negative outcomes were phased from two to three consecutive misses, and small‑group aggregation fixes adopted to avoid imposing perfect‑score requirements on small cohorts. Board members voted to approve the ASAP statuses as presented.
