SBEC adopts unified classroom teacher pedagogy standards for EC–12

The State Board for Educator Certification on Feb. 14 adopted revisions to 19 TAC chapter 2.35 creating a single set of classroom teacher pedagogy standards that apply from early childhood through 12th grade.
Board members said the new rule replaces grade‑banded PPR standards and clarifies expectations around lesson design and the use of high quality instructional materials. Associate agency staff and public commenters told the board the rewrite reflects extensive stakeholder input and aims to better prepare newly certified teachers.
The board’s rules package replaces multiple grade‑band standards with “one set of classroom teacher standards,” staff said in the presentation. The item amends rule text and a preamble; staff noted one technical edit at adoption to clarify that “high quality instructional materials” (HQIM) may include materials approved by the State Board of Education.
Two public speakers supported adoption. Kelly Waters, assistant superintendent for curriculum and instruction at Beiter ISD, told the board the standards would “empower our teachers to deliver the best possible education for every student” and urged approval. Sarah Delano, dean of the School of Education at Dallas College, told the board she “fully support[s] the new standards” and said local districts asked that teacher preparation emphasize use of HQIM.
Board members moved the package to final adoption. The motion to approve was made on the record and the board carried the adoption vote.
The rule package becomes effective 20 days after filing the adoption notice with the Texas Register, per the motion put before the board.
