Committee advances bill for regional school kitchens; DOE begins site assessments for island sites

The committee advanced Senate Bill 894 SD3 HD1, a measure to create regional centralized kitchens for the Department of Education, after testimony from DOE, the University of Hawaii and multiple agriculture and business groups.
“ We strongly support this bill,” Parvinder Grewal, dean of the College of Tropical Agriculture and Human Resilience at the University of Hawaii, told the committee, saying the measure could boost local food production and give farmers more consistent demand for product.
Deputy Superintendent Dino Chira said DOE has started initial planning and site assessments. “Right now, we are working on the kitchen at Whitmore Village. We’re looking for another site on Oahu,” Chira said, describing the need for large parcels and truck access. He said DOE is evaluating two sites on the Big Island (east and west), one on Maui, one on Kauai and smaller facilities or upgraded serving kitchens for remote locations such as Molokai, Lanai and Hana.
Chira said the agency is still in early planning: converting existing cafeterias to serving kitchens where possible, assessing budgets and land availability, and accounting for truck turning radii and access. The committee heard supporting testimony from the Agribusiness Development Corporation, the Hawaii Farm Bureau, DBED (business development) and several foundations that backed the bill.
Committee members did not amend the measure and the chair’s recommendation to pass as is was adopted.
Next steps: DOE said it will continue site assessments and return with more detailed budget and site plans as implementation work proceeds.
