Staff proposed a standardized quarterly reporting spreadsheet for local CBTA expenditures and a revised regional reporting form to accompany SPA reimbursement requests, aimed at reducing transcription errors and missing documentation.
Chet described inconsistencies in how localities currently submit quarterly reports and said the finance committee recommended a uniform spreadsheet that can display year-over-year CBTA local spending. For regional projects, staff proposed updating Appendix A of the SPA reporting package to add a project-summary field and streamline milestone entries. Members suggested adding a separate column for “original milestone date” and “revised milestone date” so quarterly reports can show schedule updates alongside original schedule milestones.
Members also discussed milestone content (preliminary engineering, right-of-way, utility relocation, bid advertisement and construction) and recommended focusing the SPA schedule on the components most relevant to reimbursement requests. Staff said the packet forms should be trialed for quarter 2 and requested members fill in the new Q2 spreadsheet; staff plans to publish a password-protected members’ page where jurisdictions can upload or edit quarterly reports once the portal is ready.
No formal vote was taken; the committee asked staff to circulate the quarter‑2 spreadsheet and to return with revised forms for testing.
