TAC recommends standard project agreements for Hanover and Henrico wayfinding projects

The Technical Advisory Committee recommended approval of two draft standard project agreements (SPAs) to reimburse Hanover County and Henrico County for wayfinding implementation, after a brief discussion about procurement and contract language.
Chet (staff) presented the draft SPAs, explaining the agreements follow the adopted wayfinding plan’s reimbursement and SPA template and establish a fund from which jurisdictions can submit reimbursement requests. He told the committee the finance committee reviewed the drafts and recommended the agreements move forward, noting Henrico needs “a little bit of formatting work” before finalization.
Henrico’s representative Sharon Smidler asked whether localities will put wayfinding work out to bid on their own procurement schedules and whether the winning contractor’s contract could include cooperative language allowing other localities to use that contractor. Henrico and Hanover staff said procurement approaches will follow each locality’s purchasing rules and that cooperative language could be explored depending on contract value and procurement approvals.
The TAC voted by voice to recommend approval of the two SPAs. Sharon Smidler (Henrico) moved the recommendation; William Hardman (for Hanover) seconded. Members indicated aye and the motion carried.
Next steps: Staff will incorporate the finance committee’s requested formatting edits to Henrico’s SPA and present the finalized SPAs to the authority for approval.
