City Associate Planner Zachary Moon presented staff findings and said the annexation request included an initial zoning of R4 and that the parcel is currently zoned Gallatin County Agricultural Suburban. He told the commission the parcel sits near Fowler Lane and Blackwood Road and that nearby improvements — including a Stuckey Road project on the city’s capital improvement plan for 2026–27 — factor into connectivity planning.
The application was split at the advisory level: the Community Development Board voted 2–3 against recommending R4, and Moon told the commission the Board had debated proximity to commercial services, pedestrian and trail access, and the property’s position at the southwestern terminus of city limits.
