Summit Board and Superintendent Outline $3M-plus staff reductions after 3.9% final budget approved

The Summit Board of Education on April 24 confirmed that personnel reductions exceeding $3 million were used to lower the district's 2025-26 tax increase from an earlier 8.8% proposal to a certified 3.9% final budget.
Board President Willida Justice opened the public portion of the meeting by saying concerns about transparency in the budget process had been raised and that the board would work to communicate more clearly. "Hearing the concerns of the public about transparency is a humble reminder for us as a board to better communicate," Justice said.
Superintendent Scott Hough provided the mechanics and timing of the reductions, saying the only way to reduce the projected increase from 8.8% to 3.9% was through personnel cuts that total more than $3,000,000. "The only way we were going to go from 8.8% to 3.9% was to go through some personnel reductions, which is over a $3,000,000 part of the budget," Hough said. He said the district's goal was to avoid increasing class sizes or cutting instructional programs while making the reductions.
Hough said the process required conversations with staff who would not be employed in 2025-26, including the legal steps when tenured staff exercise tenure rights during a reduction in force. He said the final employees not being renewed were informed on the day of the meeting and that a slide deck detailing the reductions and which positions were eliminated would be posted on the district website the following day. "Now that staff notification is done, we will be posting these slides on the district website tomorrow," Hough said.
During board business the board voted to approve the bundled personnel agenda (items a through t). The roll call on the personnel motion recorded affirmative votes from Miss Stanton, Mister Mahecha, Miss Kelly, Miss Erday, Mister Cho, Vice President Melanie Cohen and President Willida Justice; the motion carried.
The superintendent reiterated that the district prioritized notifying affected staff before releasing detailed information publicly. Hough said spring break and ongoing legal processes contributed to the timeline for public release.
Board members and administrators also reiterated that additional budget detail would be available on the state's and district's websites for families and stakeholders to review.
The board did not adopt new policy or program changes as part of the personnel motion; the action recorded in the meeting was approval of personnel items as listed on the meeting agenda.
