Committee okays update requiring human final decisions for agency AI tools
Summary

Representative Meeks told the committee the bill would update previously required state agency technology-use policies to include artificial intelligence and automated decision-making tools and to clarify who makes final decisions when such tools are used.
The sponsor said agencies already have technology-use policies and that “since then, artificial intelligence is basically taking the world by storm.” The bill would require agencies to include AI and automated decision-making in those policies and, most notably, would require that “an authorized human employee or designee” make any final decisions in the course of employment, regardless of what an AI or automated decision tool recommends. “We're not gonna run an artificial intelligence ... and say, well, the computer said we have to do this,” Meeks said. “I wanna make sure it's clear that no, the computer doesn't get the final say.”
Committee members recorded no questions and no outside testimony. Meeks closed and moved to pass; the committee approved the motion by voice vote with no recorded opposition.
