Kirkwood council advances budget amendment and approves multiple contracts, including pump-station replacement bid

Kirkwood City Council members advanced a fiscal-year budget amendment and approved several resolutions covering city contracts, equipment purchases and a large public-works bid.

The council voted in favor of first reading for bill 11077, an ordinance amending the fiscal-year 2025–2026 budget. The meeting record does not specify line-item changes; the ordinance proceeds to further readings and budget appropriation steps.

On separate roll-call votes the council approved a number of resolutions: a resolution approving recommended deferred-compensation investment options presented by Marquette Associates (Resolution 39 2025); a single-source purchase of an e-procurement platform from Ironwave (doing business as Oona/Euna Solutions) for $15,000 for the initial one-year term with options to renew for up to four additional 12-month terms (Resolution 40 2025); acceptance of a bid from Don Brown Chevrolet in the amount of $63,870 for a 2025 Chevrolet Tahoe SSV with emergency equipment for the fire department, purchased under a State of Missouri cooperative contract (Resolution 41 2025); an amendment increasing the Navigate Building Solutions contract by $25,000 to a not-to-exceed $115,740 for additional owner’s-representative services on Kirkwood Ice Rink upgrades (Resolution 42 2025); and acceptance of McGrath and Associates’ bid not to exceed $2,466,893 (including a 10% contingency of $224,263) for construction services to replace Park 1 pump station at 111 South Geyer Road (Resolution 43 2025).

Council member Giacetic explained the e-procurement platform as a digital bidding and contract-management system that "helps us take contracts and bids, get bidders to submit information, and then we can, take a look at them and decide on which way, we wanna go and who we'll award bids to." He added the City has worked with the vendor previously and noted the company is Missouri-based.

On the Park 1 pump-station project, city staff noted the station dates to the 1950s and described recent operational urgency: a staff member said one pump failed during the preceding week, prompting the City to accelerate the replacement schedule. The project’s original budget was cited at $3,000,000; the apparent low bid came in around $2.2 million (staff said the lower bid will return savings to the City while allowing the work to be moved forward).

Council votes were recorded by roll call; members present at the meeting voted in favor of the listed resolutions. Several items drew short discussion on budget impact or operational details, but the council approved each resolution and authorized staff to proceed with purchase orders or contract amendments as described in the meeting materials.
