Winooski City Council voted April 21 to pause considering new applications for the Winooski small business loan program while the city and the finance commission review the program’s guidelines and funding structure.
City staff said the pause is recommended because the current fund balance and the program’s structure may make the fund self‑depleting. Staff asked the council to consider a “pause” in accepting applications rather than discouraging initial conversations; staff said they would still meet with potential applicants and recommend that applicants not finalize applications until the program guidelines are settled.
Staff said they are optimistic about the potential to restructure a memorandum of understanding with a partner organization named in the packet as “Opportunity Bridal Union” so the loan fund would not be self‑depleting, but that, as of the meeting, no replenishment of the fund had been completed. Councilors also noted tension that had arisen with the two most recent applications, and said pausing consideration allows staff and the finance commission to resolve those process questions.
Council directed staff to pause consideration of new applications until the finance commission reviews the program and makes a recommendation about resuming acceptance of applications.
