Committee uses vehicle bill and procedural referrals as session deadline approaches

Chair opened a short procedural segment near the end of the March 21 meeting to move vehicle and shell bills that provide legislative flexibility as session deadlines approach. The chair said House File 2466 was drafted by nonpartisan staff to remove outdated dates and make the bill suitable as a vehicle during negotiations. "It is always helpful to have what we call a vehicle bill in various places if we need them because we do have to work with the other body," the chair said.
Members voted by voice to refer House File 2466 to the Committee on Taxes and to place it on the general register, actions the chair and authors said are tactical steps to preserve options as negotiators work on omnibus language. The chair announced the committee’s next hearing date and adjourned.
