Dover BOE hears budget update, approves building purchase steps and HVAC contract while awaiting state aid

He said the district expects the governor’s budget message on Tuesday, Feb. 25, and that the New Jersey Department of Education typically releases district state aid allocations within 48 hours of that announcement.
The board voted to move forward with professional services tied to the proposed purchase of the 242 Route 46 building (identified in meeting materials as the Old Dover Sport Building) and to award the HVAC contract for district work to Hanna’s Mechanical, Inc. The administration described the HVAC award as time-sensitive because equipment must be ordered in time for summer installation. The board also discussed a design proposal from USA Architects noting that electrical-service checks may be required where heat-only units will be replaced by heat-and-air systems.
Finance and facilities chair Miss Shower said engineering quotes have arrived and that many projects still require state approvals and grant funding decisions. She reported ROD (regular operating district) project estimates were pending for Dover Middle School and North Dover HVAC upgrades and said the Dover High School generator installation is estimated to begin in March. Playground remediation at North Dover is in progress as weather allows.
Board members raised process questions about whether electrical upgrades will be needed when converting elementary heating-only units to heat-and-cool units; the administration said contractors will address needed electrical work as part of the bid and construction process. Mister Sabahulu said the district will adjust the budget once the state aid figures are released.
Votes at the meeting included passage of the finance and facilities consent items. Two board members recorded abstentions on vendor payments: Miss Phillips abstained on payments to vendor 1950, and Dr. Saner abstained on check 900002045 while voting yes on other finance items.
The board’s actions authorize staff to continue with procurement and planning steps but do not finalize contract performance dependent on contractor bids, equipment lead times, or outstanding state approvals.
