A lengthy public hearing and debate on Irvine’s draft Climate Action and Adaptation Plan (CAP) on March 25 ended with the council voting 4-2 to table the matter.
Staff described the multi-year development of the CAP, the citywide greenhouse gas inventory and three options for council consideration: adopting the CAP as drafted (targeting 2040 carbon neutrality with a 100% renewable electricity assumption), adopting a version adjusted for the city’s 2025 decision to transition Irvine customers to OCPA’s basic choice (lower renewable percentage), or aligning the CAP to statewide 2045 electricity decarbonization. Staff also summarized the CAP’s 54 measures and 195 actions and explained that recent policy decisions about community choice energy (OCPA) affect the plan’s assumptions.
Public testimony ran long; residents, students, climate advocates and scientists urged adoption of the CAP with aggressive targets and staying in OCPA, while others pressed for fiscal and legal review, and said the city should not proceed without clearer cost and implementation details. After debate the council voted 4-2 to table the CAP for further consideration; the motion carried with two council members opposed.
