Council advances creation of Irvine Public Library System, renames department and authorizes MOUs with Friends groups

Staff described interim services (a June launch of digital collections and a June–July summer reading program, plus storytimes and teen study halls during closures).
Council action: By unanimous vote (6-0) the council introduced and read by title an ordinance to rename the Community Services Department to the Community and Library Services Department and to rename the Community Services Commission accordingly; the council also approved a resolution to amend the commission’s bylaws. The council directed the city manager to negotiate and execute memorandums of understanding with local Friends of the Library groups (University Park, Heritage Park and Katie Wheeler libraries) and requested staff to return in December 2025 with a proposed framework for a separate nonprofit library foundation to pursue private fundraising for long‑term capital and technology investments.
Implementation: Staff said the City will recruit library staff, expand digital collection access (ebooks and eaudiobooks launched in June), and coordinate community volunteers and Friends groups to support programs and collections. Staff noted the City intends to merge the three Friends groups into a single Friends entity over time and to maintain regular communication with volunteers throughout the transition.
Ending: Councilmembers praised the volunteer groups and the staff work; the ordinance and supporting resolutions advance the establishment of a city-run library system with community partnerships and a planned foundation framework.
