Council approves Great Park cultural site bond for Orange County Music and Dance; approves several zoning changes

The Irvine City Council on March 25 moved forward on several land‑use and financing items tied to the Great Park and other planning areas.
Orange County Music and Dance: After a public hearing and technical review, the council approved a resolution consenting to a California Enterprise Development Authority bond issuance and lender consent for Orange County Music and Dance, and authorized a sublease to EdNavajo (a public charter school). Staff said OC Music & Dance’s project is an approximately $50 million, 85,000-square-foot performing arts and education facility at the Great Park’s Cultural Terrace (Marine Way). The council voted 6-0 to approve the consent and related documents.
Zoning changes: The council also introduced ordinances on first reading to permit research-and-development (R&D) uses by right in two zoning districts: Plan Area 4 (5.6 Business Park) and Plan Area 33 (4.8 Irvine Center Garden Commercial). Planning staff and the Planning Commission recommended the changes; the council’s first reading passed 6-0.
Zoning ordinance technical update: The council introduced a citywide zoning technical update to clarify definitions, add an administrative use permit, update notice procedures and adjust land-use listings across zones; the update was introduced for first reading with a 5-0 vote of members present. Staff said the amendments are intended to align the zoning code with current practice and to allow additional review mechanisms for unique uses.
