Council adopts ordinance enabling design-build and progressive design-build procurement (5-1)

The City Council voted on first reading March 25 to amend Irvine’s procurement rules to allow design-build and progressive design-build project delivery methods for public works, a change supporters said will shorten delivery timelines for complex capital projects.
Staff described the conventional design–bid–build model and said the new options give the city a tool to hire a design–build team to develop a guaranteed maximum price and overlap design and construction to save time. The progressive design-build approach adds an off-ramp if negotiations with the top-ranked team stall.
Council members asked for guardrails, including that staff notify council before electing progressive design-build on a particular project. The ordinance passed on the first reading 5-1; Council member Tresita cast the lone no vote, citing transparency concerns. Staff said contract-value approval thresholds would remain unchanged and that council approval still would be required for high-value contracts; the ordinance adds these procurement options to the municipal code and directs staff to prepare RFQ and contract templates.
