The City Council approved a motion authorizing the central purchasing office to procure tactical equipment and related products for the Anaheim Police Department through a cooperative purchasing agreement with ProForce Law Enforcement (a cooperative established by another public agency) rather than running a separate city RFP. Staff said the initial contract term is one year with a projected cost of $1,500,000 and a cumulative not-to-exceed amount of $3,750,000 over the contract term.
Staff said the approach leverages volume discounts already secured by a competitive solicitation conducted by another government agency, allowing the city to obtain better pricing and avoid delays inherent in single-agency solicitations. The purchasing manager explained the vendor list contains about 200 manufacturers and stated the city will continue to monitor pricing for competitiveness.
Councilmembers asked for clearer detail in future staff reports about the planned purchases and the basis for the forecasted amounts. Police staff said planned initial purchases include accessories for patrol rifles and 40mm less-lethal launcher rounds and that the $1.5M figure is a forecast not an automatic expenditure ceiling. The council voted 7-0 to approve the cooperative agreement.
